The ui/acp/.npmrc file with registry= prevents npm from inheriting
the auth token from the parent ui/.npmrc during publishing.
This is the same fix that was applied to ui/text/.npmrc in a36ca9a.
Fixes the ENEEDAUTH error in the publish-npm workflow.
