Add 103 script for Tang WeChat intent router shadow and close branch disposition.
Record feature/wechat-intent-channel-separation as merged and provide a reproducible admin-db toggle for Tang canary LLM router shadow on production. Co-authored-by: Cursor <cursoragent@cursor.com>
