Add 103 script for Tang WeChat intent router shadow and close branch disposition.

Record feature/wechat-intent-channel-separation as merged and provide a reproducible admin-db toggle for Tang canary LLM router shadow on production.

### 最终处置
- 保留本地分支名用于审计追溯。
- 不要从该分支继续开发、merge、cherry-pick 或构建 runtime/artifact。
