john 4aea5abf29 feat(agents): observable loop guards and terminal Finish on panic
Unused Dependencies / machete (push) Has been cancelled
Details 
- RepetitionInspector keeps per-session state, resets per user turn and is
  enabled via GOOSE_MAX_TOOL_REPETITIONS (off by default); denials are logged.
- tkmind Finish reason now reports stop/max_turns/empty_response/cancelled/
  error, with a 'Reply finished' log line.
- RequestGuard publishes Error + Finish{aborted} when the reply task panics
  so clients stop waiting for the full timeout.

john 3c73d470f5 feat(tkmind): port v1.49 compat layer, PG sessions, and platform extensions 
Add tkmind_compat REST routes (including config/read), PostgreSQL session
storage, and TKMind platform extensions so upstream Goose 1.49 can serve Portal
locally without changing H5 contracts.
