fix(router): route casual chat to DeepSeek and reserve Cursor for page tasks

Default unmatched conversation to direct_chat, stop blanket Agent session continuation and generic Agent→Cursor promotion; fix WeChat page retry userPublishDir scope and simplify ChatPanel controls.
